Combine sugar and water and simmer until the sugar is melted
Add the butter and boil, whisking occassionally until the mixture turns golden. (This may take up to 15 minutes!)
Remove from heat and slowly add the cream. It will bubble and froth like crazy, so have the whisk ready and whisk like mad until it calms a bit.
Return to heat, whisking frequently, until the mixture turns golden, smooth, and creamy looking. This will take another 10 to 15 minutes!
